2012年以来,随着我国经济发展进入新常态,东北三省的经济增速出现了断崖式下滑,一些地区甚至出现了负增长。这表明原有的经济发展方式和产业结构已经不能适应经济发展新常态的要求,对此,必须完善体制机制,调整产业结构,培育经济发展新的增长点,把供给侧结构性改革作为新一轮东北振兴的主要抓手,以应对和扭转经济下行的颓势,实现经济追赶。
