在第一版SOLAS公约(1914年)中就已经写入了有关港口国监督规定的条款。1914年SOLAS公约中的PSC条款,即公约的第61条[4],规定的内容如下:每艘船舶当其在另一缔约国政府的港口时,应受该国政府正式授权官员的监督。这种监督的目的,仅在于查明该船根据本公约相关条款所签发的各种证书是否有效,及如有必要,查明该船适航性实质上与适航证书所载情况
In the first edition of the SOLAS Convention (1914), the provisions on the state of port State control were already incorporated. The PSC provisions of the SOLAS Convention of 1914, Article 61 [4] of the Convention, provide as follows: Each ship shall be subject to the supervision of officials duly authorized by the government of that country when it is in the port of a government of another Contracting Government. The purpose of such supervision is only to ascertain the validity of the certificates issued by the ship under the relevant articles of this Convention and if necessary to ascertain that the seaworthiness of the ship is substantially the same as that contained in the certificate of airworthiness
