我国县及县级市属国有、集体中小企业经过多种形式改制,绝大多数已成为没有或仅有少量国有产权的市场主体,并正逐步向现代企业制度演进。最近,笔者在某省调查中小企业改制时发现,目前县及县级市的中小企业在改制中比较普遍地存在着“政府管理面临‘新三难’、职工身份置换亟待规范、供销社企业改制问题多”等新的难点热点问题。管理者面监“新三难” 在与县及县级市官员交谈中,笔者了解到,国有中、小企业改制到现在,有新的“三大难题”困扰着他们。一难:“丑女”怎么办?2001年春节期间,邯郸峰峰矿区在当地电视台中播出广告,向社会无偿“赠送”13家长期停产的企业。当一些人饶有兴趣地来到区政府,详细了解了这些企业的债务和职工状况
