目前,我国部分省区通过一些收费公路项目的经营权转让和发行股票上市,筹集了相当数额的公路再建设资金,有效地弥补了一部分公路建设资金不足问题。从我国公路建设发展的需要和政府公路资金相对有限看,在今后一段时间内这两种方式还应继续扩大采用。因此,无论是从方便投资者进出公路基础设施建设和经营领域,吸引更多的投资资金,还是从保护国有资产和权益不损失的角度看,都有必要建设一套比较完善的和规范化的管理体制,明确有关内容和标准。
