党中央的“学习实践科学发展观活动试点方案”对离退休党员干部要不要参加、如何参加、参加到什么程度等,没有提出具体要求。我们从活动一开始就确立了“要自觉担当起探索中央国家机关离退休干部工作部门组织老党员干部参加这次全党政治活动的示范性实践”的工作目标。
The CPC Central Committee’s “Pilot Program for Learning and Practicing the Scientific Outlook on Development” did not require the participation of retired party members and cadres, how to participate, and to what extent they should participate, without putting forth specific requirements. From the very beginning of the activity, we established the objective of “taking an exemplary demonstration of organizing the cadres of the veteran party members and cadres participating in the work of the party in our work of retiring cadres in the central state organs” to voluntarily assume the task of “demonstrating our deeds.”
