公推直选是近年来在党内基层民主发展中出现的一项制度创新。是把过去由上级党委直接提名和委任变为由党员、群众公开推荐候选人,然后由全体党员直接参与选举,产生基层党组织领导班子。采油一厂第四作业区是大港油田公司公推直选的试点单位,共有员工314人,其中党员74人,占员工比例23.8%。该区党支部本着“稳步推进、继承创新”的原则,首次采取公推直选的方式,在程序、形式和方法等方面进行了积极有益的探索,具有一定的借鉴作用。
Direct election by public opinion is an institutional innovation that has emerged in the development of grassroots democracy within the Party in recent years. It refers to direct nomination and appointment by the higher party committees in the past to public recommendation of candidates by Party members and the masses, and direct participation by all party members in the election, resulting in the leading bodies of grass-roots party organizations. The fourth oil production plant operating area is a pilot unit of Dagang Oilfield Company, a total of 314 employees, of which 74 were party members, accounting for 23.8% of the staff ratio. With the principle of “steadily advancing and innovating”, the party branch in this district has taken the first direct election by public recommendation and has conducted positive and beneficial explorations in procedures, forms and methods, which will be of some reference.
