本文对《公民权利和政治权利国际公约》第 7条的基本含义做了解释 ,并对本条的中文表述提出了修正意见 ;介绍了国际社会关于禁止酷刑和其他残忍、不人道或有辱人格的待遇或处罚的立法与司法概况 ,以及中国为此所做的努力。
This article explains the basic meaning of article 7 of the International Covenant on Civil and Political Rights and proposes amendments to the Chinese version of this article. It also introduces the international community’s proposal on prohibiting torture and other cruel, inhuman or degrading treatment Or the general legislative and judicial aspects of sanctions, as well as China’s efforts to that end.
