国务院于1996年颁布实施的《旅行社管理条例》及其实施细则,对旅行社向旅游者承担的责任与义务作了具体明确的规定。1.旅行社应当为旅行者提供约定的各项服务,提供的服务不得低于国家标准或行业标准。2.旅行社应当为旅行者提供保障旅行者人身、财产安全需要的服务,对有可能出现的危急情况,应当作出真实的说明和明确的警示,并采取相应的措施。3.对旅游地可能引起旅游者误解
The Regulations on the Administration of Travel Agencies promulgated by the State Council in 1996 and its implementing rules provide specific and definite provisions on the responsibilities and obligations that travel agencies bear to tourists. 1.
