公共部门的人力资源管理状况与其行政效率密切相关,加强公共部门人力资源管理,促进公共部门人力资源能力的提升,既是公共部门行政效率提高的内在要求,也是社会政治经济发展的外在要求。本文提出我国应该转变人力资源管理理念,完善各种激励机制,健全各种培训开发体系,并建立科学合理的绩效考核制度。
The status of human resources management in the public sector is closely related to its administrative efficiency. Strengthening the human resources management in the public sector and promoting the human resources capability in the public sector are both the intrinsic requirements of improving public administration efficiency and the external requirements of social and political economic development. This paper proposes that our country should change the concept of human resource management, improve various incentive mechanisms, improve various training and development system, and establish a scientific and reasonable performance appraisal system.
