常村煤矿是一个年产180万吨的大型矿井。企业管理工作的好坏,将直接影响到企业经济效益的提高。近几年来,为了探索现代企业科学管理新途径,1987年初开展了“质量标准化,安全创水平”活动。经过一年多的实践,感到“质量标准化,安全创水平”活动,对提高采、掘、机、运、通五条线工程质量起了很大促进作用,但纵横联系不够紧密,难以满足现代化矿井建设的需要。为此,派出精干队伍先后到平顶山、邢台煤矿、漳村煤矿、王台铺矿等几个现代化矿井参观学习,我们认为,全面质量管理是企业管理的中心环节、它涉及到开拓布置,开采设计、采掘工作面、通风、运输、机电设备和地面储、装、运等煤炭生产过程中的质量管理,同时也涉及到计划、财务、供应、后勤等辅助生产过程的质量管理工作,抓住了全面质量管理工作就是抓住了全面改善企业生产活动,提高企业管理水平的关键。因此,1989年元月在推行“质量标准化、安全创水平”的基础上,开始推行了全面质量管理,通过近一年的实践,我们认识到,全面质量管理是企业管理的中心,是高速建设现代化矿井、巩固和发展现代化矿井的根本保证。我们的主要做法是:
