At the beginning of 1990, large and small newspapers and magazines in Beijing were all speculating in Zhongguancun. Some people said it was a street of “cheats,” and others described it as China’s Silicon Valley. I didn’t look right, so I ran for a few days in Zhongguancun. According to statistics at the time, there were 864 enterprises in the Beijing High-tech Development Experimental Zone in 1989, and the total income of the technology, industry, and trade was 1.78 billion yuan. The tax revenue for the warehouse is 70 million yuan, creating a foreign exchange of US$34.3 million, of which 50% is for electronics-related industries. In Zhongguancun, there are indeed a large number of locusts in these enterprises. Individuals have transferred millions of dollars in large amounts for other purposes; they have arbitrarily increased imports in foreign economic activities.
