我们在调查中发现各单位或多或少地存在资产闲置的现象,但与此同时,一些单位用于技改与扩大生产经营能力的资产投资额却在不断增加。造成资产闲置的原因;一是由于资产使用的“大锅饭”体制,形成资产的无偿占用,加上主管部门对企业的考核指标没有与资产的效益相结合,从而导致企业资产的闲置和浪费。二是由于盲目兴建和重复建设,资产投资的可行性论证不足,导致投资失误,资产利用率低,闲置部分较多。三是技术进步和企业更新改造而被替代下来的一些设备。如何发挥这些闲置资产的效能,笔者建议:首先,加强制度建设,对国有闲置资
