我省目前在一定程度上存在着改革开放步子不快、经济发展滞后、国有大中型企业脱困艰难等问题,这固然有诸多客观因素的困扰.然而,各级领导干部和企业管理人员从认识到实践不同程度存在着思想保守、观念落后、决策不果断、指挥不得力等问题,也是不容忽视的.尤其是人们的思想障碍更是影响辽宁经济发展的重要因素.多年来,我们存在的思想障碍可以归结为:“中央负责论”、“大省优越论”、“认识先行论”、“体制层次论”、“资本决定论”、“积重难返论”、“亏损难免论”、“文化陪衬论”等.以下仅就这“八论”加以剖析.
