我社成立初期,文书档案工作混乱非常:文件收发不登记,行文没秩序,误办、漏办、丢失、损坏现象常有发生,不立卷不归档已成惯例。改变这种状况,实是一个刻不容缓的任务;县委也再三指示,要迅速采取措施改变这种状况。因此,我们在上级业务部门的指导下,拟制出了公社简单易行的文书档案处理制度,现已通过领导公佈试行。根据本公社部门居住集中、机关不大、各部又没专管人员、流动性大的特点,采取了集中处理的组织形式。即文件的收发、登记、打印、输送、催办
