On February 7, 2005, Bush submitted the proposal for the 2006 fiscal year budget to Congress and the Ministry of Education budget proposal was also included. Of the total budget of 2.5 trillion U.S. dollars, the budget of the Ministry of Education is 56.05 billion U.S. dollars, accounting for 2.24%. Compared with 2005, the total budget of the Ministry of Education decreased by 530 million U.S. dollars, a decrease of nearly 1 percentage point. What is even more remarkable than the decrease in the total amount of the budget is the shift of specific projects. Therefore, the intention of the current U.S. government’s education reform is also at a glance.
