【政策背景】为构建从“不敢”到“不能”、“不想”的制度反腐机制,四川省政府近日连续发布了《关于进一步加强财政资金管理的规定》等10项重要文件,紧盯包括土地出让管理、行政审批制度改革等在内的政府权力最易失控、最易发生腐败、社会关注度最高的重点领域。目的就是要建一个能关住“老虎”、防住“苍蝇”的制度笼子,形成能对行政权力行使起到监督制约作用的制度规范和长效机制。
