《国家中长期教育改革和发展规划纲要(2010—2020年)》明确提出“提升教师素质,努力造就一支师德高尚、业务精湛、结构合理、充满活力的高素质专业化教师队伍”的目标。要实现这一目标,对于我省而言,任务十分艰巨。我省是农业大省,教师总数23万余人,其中农村教师18万人,占教师总数的80%。农村教育资源匮乏,教育条件相对落后,与城市优质教育相比还存在较大差距。如何统筹城乡教育协调发展,促进教育公平,是摆在我们面前的既现实又紧
