兹就去年十二月二十七日所发(50)省协秘会省民政字第一号联合通知,关于省代表的递补与更换问题,补充说明如下:(一)各单位代表出缺,或经由省府与协商委员会商定更换之代表,其遗缺须由原选举单位之原选候补代表依次递补之。如该原选单位无候补代表,或其候补代表不足递补时,始可另行补选。(二)如各县代表出缺,或经由省府与省协商委员会商定更换之代表,其遗缺如专区原有候补代表属于各该县者,可由该候补代表递补之,如专区原有候补代表非属各该县为了照顾该县在工作上之需要。则由出缺之县另行推选递补之。(三)候补代表出缺不再补选。(四)凡区域代表在本省内调运工作尚能与原选举单位(或选举区域)取得联系者,仍应保留其代表资格,通知其出席本届二次会议(团体单位代表另商办理)。若因年老、疾病、短期调训等事故不能出席者,可请假缺席,不得更换。
