自1983年中共中央、国务院决定建立乡一级财政和相应的预决算制度以来,在各级政府的领导和各级财政部门的努力下,全国建立乡(镇)财政工作蓬勃发展。目前,在全国62000个乡(镇)中,已建立乡(镇)财政56600个,占乡镇总数的91.4%;乡财政干部达18.1万人,平均每乡3—4人。据不完全统计,1986年,由乡财政直接组织的预算内收入为190亿元,占全国县级财政收入的41.4%;安排的预算内支出120多亿元,占全国县级财政支出的22.1%。此
