县直机关副职普遍存在的劲头不足、活力不强、状态不佳、热情不高的问题,已成为我国领导班子建设的薄弱环节。2009年3月~7月,岳阳市平江县在全县县直机关领导班子实行的“差额竞职”改革,犹如给单位副职注入了一股强大的兴奋剂,有效提振了其精神状态。这是湖南省继“新邵公选”后,基层自主进行人事制度创新的又一重要成果,为该省的“人事新政”再添新鲜经验,其成功做法对全国加强和改善县直单位副职管理亦具有重要的借鉴意义。
The problems of underrepresentation, vitality, poor state and low enthusiasm which are common among deputy presidents in the county authorities have become the weak links in the construction of the leading group in our country. March 2009 ~ July, Yueyang City, Pingjiang County in the county authorities directly under the leadership of the implementation of “difference in competition ” reform, as if the unit deputy was injected into a powerful stimulant, effectively boosting its spirit status. This is another important achievement made by Hunan’s grassroots in carrying out personnel system innovation independently after the election of “new Shao”. It has added fresh experience to the “new policy of personnel and personnel” in the province.
