在当今中国的医疗改革实践中,结果和现状已不言而喻,不证自明。然而在笔者看来,这个问题在认知模式上却值得深入探讨和重新定位,有鉴于此,本文将在考察先进国家的理念和实践、以及科学新知的基础上,提出并阐发一种以人为本的健康管理理念,即赋予和保障公民的健康权益,服务公民的健康。
In the current practice of medical reform in China, the results and the status quo have been self-evident and self-evident. However, in the author’s opinion, this issue is worthy of in-depth exploration and repositioning in the cognitive model. In view of this, this paper will propose and elucidate a people-oriented approach based on examining the concepts and practices of advanced countries and new scientific knowledge. The concept of health management is to give and protect the health rights of citizens and to serve the health of citizens.
