党的十七届五中全会通过的《中共中央关于制定国民经济和社会发展第十二个五年规划的建议》,提出以科学发展为主题,以加快转变经济发展方式为主线,深化改革开放,保障和改善民生,巩固和扩大应对国际金融危机冲击成果,促进经济长期平稳较快发展和社会和谐稳定,为全面建成小康社会打下具有决定性意义的基础。电力工业是关系国计民生的基础产业,电力的安全、可靠和有效供应,是现代社会正常运转的重要物质技术基础。落实国家能源战略,实现电力工业健康发展,是调整优化能源结构、加快转变经济发展方式的重要内容,对加快推进资源节约型、环境友好型社会建设,确保“十二五”时期经济社会发展目标任务完成具有重要的支撑作用,必须坚持科学规划,推动电力工业健康发展。
