实施初级卫生保健,实现“2000年人人享有卫生保健”的全球战略目标,是我国政府向国际社会庄严承诺的一项浩大工程。承诺的事,我们就要说话算数,遵守诺言,下定决心,真抓实干,实现预期目标。农业和农村问题始终是中国革命和建设的根本问题。占人口80%的广大农民的卫生保健问题解决不好,作为人民的政府,我们就谈不上为人民谋利益,谈不上解决整个国家的卫生保健问题。在这一点上,我们和发达国家不同,要认清我们的国情,坚持把整个卫生工作的重心放到农村去。
The implementation of primary health care and the realization of the global strategic goal of “Health for All in 2000” is a grand project that our government has solemnly promised to the international community. With regard to promises, we must speak up, keep promises, make up our minds, do our job honestly, and achieve the desired goals. The problems of agriculture and rural areas have always been the fundamental issue of China’s revolution and construction. The health care issues of the vast majority of farmers, which account for 80% of the population, are not well solved. As the people’s government, we cannot talk about the interests of the people or the health care problems of the entire country. In this regard, we differ from the developed countries in recognizing our national conditions and insisting that we focus on the entire health work in rural areas.
