全面质量管理是在质量检验统计、质量控制的基础上建立和发展起来的。十一届三中全会以来,我国学习和借鉴日本、美国等国家的先进质量管理经验,结合我国的实际情况,在企业中广泛开展了全面质量管理活动。国家经委颁布了《工业企业全面质量管理暂行办法》,规定了全面质量管理的地位、作用和推行的工作方法,指导着我国广大企业沿着正确的方向推行全面质量管理。
