效率与公平是一个古老的命题。我国学术界对这个问题的讨论是从80年代开展起来的。党的十四届三中全会对这个问题有一个明确的决定,那就是“效率优先,兼顾公平”。但如何正确认识和贯彻这一决定,却还有不同的认识。本文就讨论中的几个主要问题做个述评,供参考。
Efficiency and fairness are an ancient proposition. The discussion in the academic circles of our country on this issue started from the 1980s. The Third Plenary Session of the 14th Central Committee of the Party has a clear-cut decision on this issue: “giving priority to efficiency and giving consideration to fairness.” However, there are still different understandings on how to correctly understand and implement this decision. This article discusses a few major issues to be commented on for reference.
