今年農業稅省、鄕自籌糧,原規定按公糧徵收總額附籌百分之七左右。近據各地反映,由於各鄕經濟情况不同,如按一個比例平均附籌,豐收鄕和歉收鄕都同樣負担,不能根據各鄕的需要與可能發揮鄕建設的積極性。同時過去鄕自籌糧款分撥手績複雜,下撥時間拖延較久,也影響農村公益事業的及時用款。因此對一九五五年農業稅省鄕自籌糧特作如下規定:一、省附籌糧,按公糧總額的百分之三附籌解省。二、鄕自籌糧,各鄕可根據本鄕人民經濟可能和舉辦公益事業的需要,在不超過該鄕公糧總額百分之五的範圍內,由鄕人民委員會提出計劃,經鄕人民代表大會討論通過,並經縣人民委員會批准後自籌。三、鄕自籌糧與省附籌糧,均應隨同公糧一併徵收。徵收後三者應嚴格分清,鄕自籌糧由糧食部門,按統一規定的糧食價格,直接將價款撥交鄕人民委員會,統一掌握管理,留在各該鄕用以興辦公益事業。縣區不作調劑,但必須檢查監督使用。四、鄕自籌糧使用範圍與管理原則。
