今年两会期间,习近平总书记在参加上海代表团会议上对职业教育和人才政策提出了新的要求。他表示,人才政策方面手脚还要放开一些,要集聚一批站在行业科技前沿、具有国际视野和能力的领军人才。他指出,人才是创新的根基,创新驱动实质上是人才驱动,谁拥有一流的创新人才,谁就拥有了科技创新的优势和主导权。这就要求我们要从顶层设计方面推进人才工作政策创新,进一步打破陈旧的条条框框,把现有的人才红利充分发挥出来,使之为经济社会转型升级发展提供强大动力。
During the two sessions this year, General Secretary Xi Jinping put forward new requirements on vocational education and personnel policies during his attendance at the Shanghai delegation's meeting. He said that the personnel policy should be further relaxed in terms of both hands and feet. We should gather a group of leading talents who stand at the forefront of the industry's science and technology and have an international perspective and ability. He pointed out that talent is the foundation of innovation, and innovation-driven is in fact a talent-driven person. Whoever owns first-rate innovative talents has the advantage and dominance of scientific and technological innovation. This requires us to push forward the innovation of personnel work policies from the top-level design, further break the old rules and regulations, give full play to the existing talent dividend, and provide a powerful impetus for the economic and social transformation, upgrading and development.
