唐代大哲韩愈云:“世有伯乐,然后有千里马。千里马常有,而伯乐不常有。”此言极力推崇伯乐的重要性。笔者认为,如果伯乐仅仅能发现有千里之力的马,相马之术也未必算上乘。真正的伯乐,当以慧眼识千里马于“卧槽之时”。对人才而言,“卧槽之马”就是潜质优良的青年人才。笔者以为,选拔青年人才有“三不三要”:不投机,但要抢先机。青年人才有热情,勤学习,善钻研,敢创新,是迎接未来挑战和推进事业发展的生力军。我们重视青年干部的培养和选拔,这种抢占先机不是投机钻营,而是为
