实践是理论的基础,理论是实践的向导。理论创新对实践创新具有重大先导作用。邓小平关于市场经济问题的精辟论述,把人们从市场经济姓“资”的思维定势中解放出来,成为社会主义市场经济理论奠基人。在邓小平社会主义市场经济理论的指引下,中共十四大把建立社会主义市场经济体制确立为中国经济体制改革的目标;中共十四届三中全会通过《关于建立社会主义市场经济体制若干问题的决定》,勾画出建立社会主义市场经济体制的蓝图;中共十五大把建立和完善社会主义市场经济的体制纳入党在社会主义初级阶段的基本纲领;中共十六大把“建成完善的社会主义市场经济体制”纳入全面建设小康社会的目标;中共十六届三中全会通过《关于完善社会主义市场经济体制若干问题的决定》对完善社会主义市场经济体制作出全面规划;中共十七大提出要深化对社会主义市场经济规律的认识;中共十八大强调要坚持社会主义市场经济的改革方向;中共十八届三中全会通过《关于全面深化改革若干重大问题的决定》在经济体制改革这个重点领域明确提出“使市场在资源配置中起决定性作用”的创新论断,为攻坚克难、进一步完善社会主义市场经济体制指明了方向。
Practice is the basis of theory, theory is the guide of practice. Theoretical innovation plays a significant leading role in practice innovation. Deng Xiaoping’s incisive discourse on the issue of market economy liberated people from the mindset of “surrendering” the market economy and becoming the founder of the socialist market economic theory. Under the guidance of Deng Xiaoping’s theory of socialist market economy, the 14th National Congress of the Communist Party of China established the establishment of a socialist market economic system as the goal of China’s economic restructuring. The Third Plenary Session of the 14th Central Committee of the Communist Party of China approved “Several Issues Concerning the Establishment of a Socialist Market Economic Structure Decision ”to outline the blueprint for establishing a socialist market economic system. The 15th CPC National Congress incorporated the system of establishing and perfecting the socialist market economy into the basic program of the party in the primary stage of socialism. The 16th CPC National Congress“ built a perfect society Socialist market economy system ”into the goal of building a moderately prosperous society; the Third Plenary Session of the 16th CPC Central Committee passed the“ Decision on Some Issues Concerning the Improvement of the Socialist Market Economic System ”to make a comprehensive plan for improving the socialist market economic system; and the 17th CPC National Congress Proposed to deepen understanding of the laws of the socialist market economy; CPC 18th CPC National Congress stressed the need to adhere to the socialist market economy reform; the Third Plenary Session of the 18th CPC Central Committee adopted the “decision on a number of major issues in deepening the overall reform” in the economic reform This focus area clearly states that “the market is resourced.” Set to play a decisive role "innovative thesis, is to tackle tough, to further improve the socialist market economic system pointed out the direction.
