第一章总则第一条为规范和加强中央级行政事业单位基本支出预算管理,提高资金使用效益,保障行政事业单位正常运转的资金需要,根据《中华人民共和国预算法》,制定本办法。第二条中央级行政事业单位行政经费和事业经费支出和预算管理,适用本办法。
Chapter I General Provisions Article 1 These Procedures are formulated in accordance with the “Budget Law of the People's Republic of China” in order to standardize and strengthen the budgetary management of the basic expenditures of central-level administrative units, enhance the efficiency of the use of funds and guarantee the normal operation of administrative institutions. Article 2 The administrative expenses of the central-level administrative units and the expenditures and budgetary management of their businesses shall be governed by these Measures.
