本文基于对湖北省阳新县韦源口镇的实地考察发现,“以钱养事”在韦源口镇公共体育服务供给中面临以下困境(1)“以钱养事”机制下的“养人经费”在调动一线基层工作人员的积极性方面无太大成效;(2)乡镇用于公共体育事业的经费投入呈现片段性,无系统性、固定性投入;(3)失衡的乡镇产业结构,致使韦源口镇的公共体育服务产品的供给难以社会化;(4)“以钱养事”机制并未起到优化乡镇体育机构、提高工作效率的作用。本文提出以下建议:(1)建议在经济水平低下的环境中,政府应将公共体育事业再次列入体制内考评;(2)多渠道吸引体育专业人才为乡镇基层公共体育事业做贡献;(3)积极挖掘本地民间体育文化,培育民间社会体育组织,为实施政府购买公共服务做好前期铺垫。
Based on the field investigation of Weiyuankou Town, Yangxin County, Hubei Province, this paper finds that the following problems exist in the supply of public sports services in Weiyuankou Town (1) “under the money ” mechanism (2) There is fragmentary, unsystematic and fixed investment in the funds invested by the township in the public sports; (3) the unbalanced Of township industrial structure, resulting in the supply of public sports service products in Weiyuan Town is difficult to socialize; (4) The mechanism of “keeping money with money” did not play an important role in optimizing township sports organizations and improving work efficiency. This paper puts forward the following suggestions: (1) It is suggested that in the environment of low economic level, the government should include the public sports undertaking again in the system evaluation; (2) To attract sports professionals through various channels to contribute to the grass-roots public sports in villages and towns; (3) ) Actively tap the local folk sports culture, foster civil society sports organizations, to implement the government to buy public services well prepared.
