It is hard to imagine what the eastern Pearl River Delta would look like when Dongguan became a central city, just as it is hard to imagine Suzhou becoming a central city in the Yangtze River Delta. Suzhou is Shanghai’s backyard and manufacturing base, and nothing else will.
