在改革开放之初,面对我国经济落后和物质匮乏的现实,人们争论最多的是如何最快的把蛋糕做大。而随着我国经济的高速发展和贫富差距的拉大,如何来切蛋糕成为人们更为关注的问题。做蛋糕是发展问题,而切蛋糕则是分配问题,发展要有效率,而分配则要公平。在收入分配中如何平衡公平和效率是经济体制改革带给我们的必须要面对和解决的问题。本文首先对公平和效率的内涵进行了阐述,并对公平和效率的关系进行了分析,在此基础上论述了在收入分配中兼顾公平和效率何以可能。
At the beginning of the reform and opening up, in the face of the reality of China’s backward economy and material scarcity, the most controversial issue is how to make the cake as fast as possible. With the rapid economic development and the widening gap between the rich and the poor in our country, how to cut the cake has become a problem that people pay more attention to. Making cakes is a matter of development, while cutting cakes is a matter of distribution, development is efficient, and distribution is fair. How to balance fairness and efficiency in the distribution of income is a problem that the economic system reform must face and solve. This paper first expounds the connotation of fairness and efficiency, and analyzes the relationship between fairness and efficiency. On the basis of this, it discusses how it is possible to balance fairness and efficiency in the distribution of income.
