租界警察作为租界的重要管理机构,是西方现代警察制度引入中国的一个窗口,是中外警察制度的一个重要的历史连接点。租界警察在客观上为清末警政提供了一个范本,租界警察不仅对清末的警政思想和实践产生了直接影响,而且影响了清末京师警察机构的建立。租界警察对清末警察建立的各种影响,既是中国传统治安模式接受西方现代警察制度的改造,也是当时西方国家体制对中国管理体制影响的一个缩影。
As an important regulatory agency in the concession, the concessionary police, as a window into which the modern western police system was introduced into China, is an important historic link between the Chinese and foreign police systems. The concessionary police objectively provided a template for police policing in the late Qing Dynasty. Concessionary police not only had a direct impact on the ideology and practice of police politics in the late Qing Dynasty, but also affected the establishment of the police force in the capital in the late Qing Dynasty. The various influences that the concessionary police established on the police in the late Qing dynasty were both the traditional mode of law and order in China being reformed by the modern Western police system and the microcosm of the influence of the western state institutions on the Chinese management system.
