中国经济新常态下煤炭行业正处于产能过剩的库存消化期、下游行业需求放缓期、环保需求强制期、煤炭化工发展期的“四期”共存的新形势。研究发现安全资金投入数额直接控制煤矿事故发生的频率,且两者具有较高相关性。结合现状提出采用瓦斯综合利用和废旧材料回收再利用的措施,保障安全资金的正常足额投入,从而实现微利运营状态下煤炭企业安全生产。
Under the new normal of China’s economy, the coal industry is in a new situation where the overcapacity in inventories, the demand slowdown in downstream industries, the mandatory demand for environmental protection and the “four phases” of coal chemical industry development coexist. The study found that the amount of safety funds directly control the frequency of coal mine accidents, and the two have a high correlation. Based on the status quo, the measures of comprehensive utilization of gas and recycling of waste materials are put forward to ensure the normal and full investment of safety funds so as to realize the safe production of coal enterprises under the condition of low profit operation.
