准公共产品是一种有益于某个社会群体的集体利益的产品,然而其在管理中却出现了管理主体不作为、公众的监督无力、破坏现象严重等现象。软法为我们有效管理准公共产品提供了一种路径选择,软法有利于约束管理主体不作为的现象,有利于公众的监督,有利于实现准公共产品的社会价值。
Quasi-public product is a kind of product beneficial to the collective interest of a social group, however, it appears in the management that the management entity inaction, the public supervision is weak, the destruction phenomenon is serious and so on. Soft law provides us with a choice of path for effective management of quasi-public goods. Soft law is conducive to restrain the inadvertent management of the main body, is conducive to public supervision, and helps to realize the social value of quasi-public goods.
