面对严峻复杂的国际经济形势,受国内买方市场以及国内经济发展出现的其他新情况。新问题的制约,上海1998年经济发展的难度明显加大,改革、发展、稳定的任务非常艰巨。上海积极贯彻国家扩大内需的政策,加大基础设施建设,积极开拓消费市场,努力扩大外贸出口。按照“稳中有进。重在有质、重在求实”的经济工作方针,出台了一系列刺激经济增长的政策措施,保持了上海经济发展的良好态势。全年经济走势先抑后扬,国内生产总值一季度增长8％,二季度增长9.4％,1-11月完成3317.1亿元,同比增长10％。预计全年能够完成经济增长10％的目标,第三产业占GDP的比重约47.5％。
