目前,南方已进入汛期,北方即将进入汛期。据预测,受超强厄尔尼诺事件影响,汛期发生极端天气事件可能性极大。我国城市防洪除涝设施不足,公众防汛避险意识较弱,防汛形势严峻。为贯彻落实中央领导重要批示和国家防总全体会议、专题会议精神,保障城市居民生命财产安全,切实做好城市洪涝灾害防范工作,住房城乡建设部、国家防汛抗旱总指挥部办公室5月10日联合发出通知,就有关工作通知如下:
