1991年5月24~26日在北京召开了铁路工程建设技术进步通信信号专家论证会。参加会议的代表有部建设司、科技司、电务局、中国铁路工程总公司、中国铁道建筑总公司、中国铁路通信信号总公司、中国铁道科学研究院、北方交通大学、各设计院,电化工程局和部分铁路局等单位的有关领导和专家。以铁路通信信号工程科技情报中心为主的“规划起草小组”编写了《“八五”期间铁路通信信号工程建设发展规划》(草案)。在规划中,突出了铁路通信信号技术投资少、收益大,效果明显的特点,为了在“八五”期间使铁路通信信号设备在数量上有一个大发展、质量上有一个大提高、技术上有一个新突破、效益上有一个新增长,强调通信、信号和计算机紧密结合的信息技术,这是实现“科技兴路”的牵头技术。
