正确处理好政府与社会组织的关系,充分培育社会组织并发挥其作用,是实现社会治理现代化的重要环节,是创新社会治理体制的关键。在这方面,美国的实践模式提供了有益的经验借鉴。在美国,政府和社会组织是一种合作共赢的战略伙伴关系,两者之间相互扶持,互相监督,携手共进。因此,我国政府与社会组织关系的终极走向必然是由“依附”走向“合作”:一是实现身份地位上的平等对话;二是实现社会职能上的协作融合;三是实现公共服务上的相互监督;四是实现发展空间上的相互依存。
