改革开放后特别是“十一五”期间,陕西省积极实施开放带动战略,先后出台了一系列政策措施,对外贸易事业取得了长足发展。但受制于地处内陆、经济基础相对薄弱等客观因素制约,我省外经贸发展与国内发达地区相比仍存在相当大差距,外贸依存度仍然明显低于全国平均水平,已成为制约我省经济发展的短板。“十二五”期间,围绕国际国内两个市场,要坚持对外、对内开放并重,坚持外经、外资、外贸并重,加大财税支持力度,推动我省开放型经济突破发展。
After the reform and opening up, especially during the “Eleventh Five-year” period, Shaanxi Province has actively implemented the strategy of opening up and driving forward and successively promulgated a series of policies and measures. The cause of foreign trade has made great strides. However, subject to the constraints of objective factors such as inland location and relatively weak economic foundation, there still exists a considerable gap between the development of foreign economy and trade in our province and the developed regions in our country. The dependence on foreign trade is still significantly below the national average and has become a constraint to our province Economic development of the short board. During the “Twelfth Five-year Plan”, we should adhere to the principle of “opening up to the outside world” and “keeping the same focus on both domestic and foreign markets”. We should give equal priority to foreign economy, foreign investment and foreign trade and step up fiscal and taxation support so as to promote the breakthrough development of our open economy.
