中央财政对农村地区的公共投入缩小了城乡差距,但农村公共投入的政策效果不仅取决于城乡差距的减小,而且还要受到农村内部差距的影响。本文基于中西部三县调研活动的数据资料,总结了农户在农村公共服务供给和使用中成本负担的表现和作用,分析了成本负担加重农民负担和排斥低收入家庭、流动人口从公共服务中受益的影响,并指出了农村公共服务的成本负担影响了农村公共服务政策的总体效果。
The central government’s public investment in rural areas narrows the gap between urban and rural areas. However, the policy effect of public investment in rural areas depends not only on the reduction of the gap between urban and rural areas, but also on the internal disparities in rural areas. Based on the data of the research activities in the three central and western counties, this paper summarizes the performance and role of farmers in the cost-burden of rural public services provision and use. It analyzes that the cost burden aggravates the peasant burden and excludes low-income families and the floating population benefits from public services It also points out that the cost burden of rural public service affects the overall effect of rural public service policy.
