国家体改委副主任洪虎日前透露了明年的改革思路。今年下半年将为明年的微观改革做准备,研究制定方案,明年改革的三条思路为:一是为国有企业建立现代企业制度创造条件,减轻企业的负担。这包括:解决企业的历史债务问题;把企业承担的社会职能分离出去,解决企业办社会的问题,使企业负担的失业、养老等保险真正实现社会化;为企业多余人员寻找就业出路。二是选择少数企业进行现代企业制度的试点。试点工作在明年将有较大的推进,同时继续用《公司法》规范股份制企业。
Hong Hu, deputy director of the National Development and Reform Commission, recently revealed the reform ideas for next year. In the second half of this year, preparations will be made for next year’s micro-level reforms. The three reforms for next year will be: First, create conditions for state-owned enterprises to establish a modern enterprise system and reduce the burden on enterprises. This includes: solving the problem of historical debt of enterprises; separating the social functions undertaken by enterprises, solving the problems of enterprises in running the society, realizing the socialization of insurance such as unemployment and old-age insurance that the company bears, and finding employment outlets for redundant personnel of enterprises. The second is to select a few enterprises to pilot the modern enterprise system. The pilot work will be greatly promoted next year. At the same time, the company law will continue to regulate joint-stock companies.
