由于网络舆情自身的特点和应对网络舆情组织结构的特殊性,政府必须对自身内部的知识和跨组织边界的知识进行积极且有效的知识管理。知识模型是开展知识管理的基础和依据。本文引入系统科学和超网络的理论和方法,对政府网络舆情知识体系进行系统分析,构建了基于知识超网络的面向网络舆情的政府知识表示模型,并围绕该模型讨论了知识管理的相关应用。
Due to its own characteristics of network public opinion and the particularity of organizational structure of public opinion on the Internet, the government must make active and effective knowledge management of its internal knowledge and cross-organizational boundary knowledge. Knowledge model is the basis and basis for carrying out knowledge management. This paper introduces the theory and method of system science and hyper-network to systematically analyze the public opinion knowledge system of government network, builds a government knowledge representation model based on knowledge hyper-network for network public opinion, and discusses the application of knowledge management around this model.
