本刊今年第四期报道了印、以联合研制能够发射核导弹的核动力潜艇一事,在广大读者中引起了强烈反晌,这是个全世界都在关注的事件。事实上有关核武器的话题总能引起热烈的反响,而且永远不会过时,因为它的威胁不只针对特定某国、更指向全人类。1945年8月,人类战争史上两次最强烈的爆炸发生后,各主要大国一直不遗余力地装备和发展核力量。于是极具讽刺意味的一幕出现了——人类长达半个世纪的和平局面竟然是靠超量装备一种大规模杀伤性武器实现的。对核战争的恐惧使大国不敢轻言战事。核武器凭借其无与伦比的毁灭力成为大国手中的权杖,而海基核武器则是这柄权杖上最夺目的宝石,一颗充满地狱气息的宝石。在描述核大战的军事小说中,恐怕会出现这样的情景:公元××45年8月,初步拥有弹道导弹防御能力的A国,向远隔大洋的J国首先发动了核战争。经过第一次核打击,J国陆基战略核力量损失殆尽,残余的洲际弹道导弹发动反击后,被提前捕获信息的A国弹道导弹防御系统拦截;载有核弹的远程战略轰炸机由于缺乏有效空中掩护,也被A国的战机击落……就在A国得意之时,A国外海洋面上腾起几簇水柱,在A国弹道导弹防御系统做出反应之前,A国的重要城市和战略要地上空,已经升起了蘑菇云……没有胜利者,只有失败者。遍布世界的满天黑云和放射性尘埃告诉人类:“冬天”来了,没有飘逸的雪花,只有无尽的黑暗和死亡。这一幕不是真实的,但核武器的威胁与危害决不是虚构的,海基核力量的优势更容不得有半点忽视。
