抗战时期陈诚主持鄂政,湖北鸦片烟毒十分严重。为推动湖北的抗战建国工作,以陈诚为首的湖北省政府制定了“凡属种、运、吸、售、藏鸦片烟毒者,一律处以死刑”的严厉单行法规,并采取其他许多禁烟措施。史实表明,抗战时期陈诚领导的湖北禁政取得了很大成功,他本人积极倡导、悉心筹划、严格督责、执法如山等作风是促成湖北禁政卓有成效的重要保证因素。
Chen Cheng presided over the period of the Anti-Japanese War, Hubei opium drug abuse is very serious. In order to promote Hubei’s efforts in the process of the founding of the People’s Republic of China to the War of Resistance Against Japan, the Hubei Provincial Government headed by Chen Cheng has formulated a strict single-line law on “death, death and punishment” for all those who are opium-trafficking, smoking, selling and possessing opium, and adopted many other non-smoking Measures. Facts show that the policy of banning Hubei Province led by Chen Cheng during the War of Resistance Against Japan was very successful. His active advocacy, careful planning, strict supervision, and law enforcement like the mountain are the important guarantee factors that have contributed to Hubei’s effective administration.
