去年年底,中央组织部部长张全景在全国省、区、市党委组织部长会议上的讲话强调,1999年是实现国有大中型企业改革和摆脱困境的关键一年。要继续宣传、贯彻中央[1997]4号文件精神,进一步统一思想,把中央确定的国有企业党建工作的指导思想、方针原则和目标任务真正落到实处。要坚持党对国有企业的政治领导,充分发挥企业党组织的政治核心作用。在建立现代企业制度中,健全企业党组织参与重大问题

At the end of last year, Zhang Quanjing, minister of the Central Organization Department, stressed at the ministerial meeting of the provincial, district and municipal Party committees and organizations that 1999 was a crucial year for the reform of state-owned large and medium-sized enterprises and getting out of their predicament. We must continue to publicize and carry out the spirit of the document No. 4 of the Central Government [1997] and further unify our thinking so as to truly implement the guiding ideology, principle, principles and targets and tasks set forth by the party Central Committee for the party-building in state-owned enterprises. We must uphold the party’s political leadership over state-owned enterprises and give full play to the political core role of the party organizations of enterprises. In establishing a modern enterprise system, we should improve the participation of the party organizations of enterprises in major issues
