源源不断的项目,慷慨的政府补贴,雄心万丈的管理者,利益均沾的市民阶层。2010年的上海正是如日中天的“跃进之城”。与此同时,商务成本高企、民生状况震荡,则为依靠政策推动的高速增长投下了阴影。相比之下,香港政府持审慎理财态度,落实“十大基建”之拨款即需凝聚共识,付出艰苦努力。上海的高速发展依托于大手笔财政投入,而香港更加关注财政投入的效率与精细核算。从这个意义上讲,两个城市实则处于不同发展阶段,恰如香港呼应世博会的标语:“这一刻上海,下一刻香港。”
An endless stream of projects, generous government subsidies, ambitious managers, the interests of all sectors of the public. 2010 in Shanghai is a flourishing “leap forward city.” At the same time, high business costs and turmoil in people’s livelihood have cast a shadow over the rapid growth driven by the policy. In contrast, the Hong Kong Government adopts a cautious attitude toward financial management and the implementation of the funding for the “Ten Major Infrastructure Projects” requires the cohesion of consensus and arduous efforts. The rapid development of Shanghai relies on generous financial input while Hong Kong pays more attention to the efficiency and detailed accounting of financial input. In this sense, the two cities are actually at different stages of development, just as Hong Kong echoed the slogan of the Expo: “At this moment in Shanghai, Hong Kong in the next moment.”
