5月23日,在欢快的音乐和鞭炮声中,中国人民武装警察部队祁东县消防中队挂牌成立,从此结束了该县建县以来没有消防队的历史。 改革开放以来,随着经济建设的迅猛发展,火险隐患与日俱增,火灾事故日益突出,火灾损失居高不下。由于历史原因,据有关资料统计,1991年全省128个县市有31个县市没有组建现役制公安消防队伍,导致发生火灾人民群众只能望火兴叹的现象不断发生。为了促进和保护全省经济发展,充分发挥全省消防部队的职能作用,省委、省政府已将加强消防站建设、发展多种形式的消防队伍、增加消防投入等消防措施列入《湖南省“九五”消防发展纲要》,
