为实现“科技创新立国”的战略目标，日本科技厅先后举行了9次关于加强基础研究和战略研究的专题研讨会，提出了建立具有战略意义的研究开发（R＆D）体制的报告。建立新型RD体制的基本构想推进基础性和战略性的科技研究领域。基础研究和战略研究是创造高新技术的基础和前提。
In order to achieve the strategic goal of “establishing a nation by science and technology,” the Japan Science and Technology Agency held nine symposia on strengthening basic research and strategic research and proposed a report on the establishment of a strategic research and development (R & D) system. The basic idea of establishing a new type of RD system promotes basic and strategic fields of scientific research. Basic research and strategic research are the foundations and premises for the creation of high technology.
